Toby Summers is a graduate of The University of Texas at Austin with a Doctorate of Jurisprudence and Bachelor of Business Administration degree. He is the former President and Chief Operating Officer of the Coca-Cola Bottling Company of the Southwest from 1973 until 1999. He is currently with the Harvest Group, Inc. a private equity investment firm. Summers is a Board member of the following organizations; the Baptist Child and Family Services, the San Antonio Metropolitan Ministries and the Santa Rosa Children's Hospital Foundation. He is the past Director and Chairman of Military Affairs Committee and Chairman of Finance Committee of the Greater San Antonio Chamber of Commerce. Summers joined the Guadalupe-Blanco River Trust Board in 2003. Toby and his wife, Lana are the proud parents of two sons; Benjamin and Zachary and is an active member of the Trinity Baptist Church.
Bob ThorntonVice-President

Bob Thornton is a 5th generation Texan and native of San Marcos where he lives with his wife Judy. Bob and his brother Russell own Cape's Camp, a farm along the scenic San Marcos River that belonged to their grandfather Ed Cape. Cape was the General Manager of the Guadalupe-Blanco River Authority in 1938 where he was the major driver behind the creation of Canyon Dam, which was completed in 1965. Ed Cape's decedents are sponsors of the Ed Cape Water Resources Seminar, held annually at Southwest Texas State University. Thornton has a bachelor's degree from Texas A&M University and an MBA from Troy State University. In 1964 he began a long and distinguished career in the U.S. Air Force. He served as a pilot in Vietnam, and his responsibility progressed thereafter, concluding at Lackland Air Force Base in San Antonio where he was the vice commander. Since retirement in 1995 Thornton has continued his public contributions by serving on key municipal commissions in San Marcos such as the Planning and Zoning Commission.

Roger Welder, 48, of Victoria, Texas serves as CEO of J. F. Welder Heirs, Ltd., a fourth and fifth generation family ranching enterprise located on the Texas Gulf Coast. He is the son of Virginia Callan Welder and the late Leo James Welder. Roger graduated from Texas Christian University and the TCU Ranch Management Program in 1980. He serves on the Board of Directors of the First Victoria National Bank, Texas and Southwestern Cattle Raisers Association, Texas Land and Mineral Owners Association, Victoria Performing Arts Center, Victoria Business and Education Coalition, and Victoria Symphony Endowment. He has formerly served on the boards of St. Joseph High School, Beef Industry Council, National Cattlemen's Beef Association, Victoria Economic Development Corporation, Texas A&M College of Agriculture Development Council, Trinity Episcopal School, Victoria Community Theatre, City/County Joint Services Committee, University of Houston - Victoria Presidents Advisory Council, Corpus Christi Bay National Estuary Program, and he is involved other civic activities. He and his wife of 26 years, Donna G. Welder, have three sons, Roger Fleming Jr. (22), Philip Portilla (19) and William Hugh (15).
W. A. "Bill" BlackwellTrustee

W. A. "Bill" Blackwell is a resident of Cuero. He graduated with a B.B.A. degree from The University of Texas at Austin, and is President and Managing Officer of Wells Fargo Bank-Cuero. He is a former Chairman of the Board of the Texas Bankers Association Service Company and a member of the American Bankers Association Community Bankers Council and the Board of Directors of the Texas Bankers Association. Blackwell serves as President of the Cuero Industrial Foundation and Treasurer of the DeWitt County Historical Museum and the DeWitt County Unit American Cancer Society. He is a former Senior Warden of Grace Episcopal Church and president of the Cuero Rotary Club. Blackwell was appointed to the Guadalupe-Blanco River Authority in 1989 by Governor Bill Clements to represent DeWitt County, and was re-appointed by Governor George W. Bush in 1995. He served as GBRA Chair during his tenure. Blackwell is one of the original trustees of the Guadalupe-Blanco River Trust. Blackwell and his wife, Nancy, have three daughters, Ashley, Stephanie, and Courtney.
Lana EdwardsTrustee

Lana Edwards is a native Texan who attended Abilene Christian College and The University of Houston. She and her husband, Danny Edwards moved permanently from Houston to Hunt in 1985 where they had purchased property in 1980. She currently operates the Getaway Collage on their Hunt property. She was an Arabian horse breeder for many years. After moving to Kerr County she became active in politics and many civic and church activities having served as a Counselor at Talley House Maternity Home and Director of Kerr County Christian Action Council. Lana was a co-founder and served as President of Professional Republican Women of Kerr County and President of the Hunt Garden Club. She was also a co-founder and currently serves as Director of Kerr County Prayer Fellowship, She recently taught classes at the Christian Women's Job Corp and is an active member of Impact Christian Fellowship. She most recently has become a Kids Hope USA mentor. Lana is an avid reader and strong supporter of the San Antonio Spurs. She was appointed to the UGRA Board in March, 2006 and currently serves on the Human Resources Committee, Range & Watershed Improvement Committee and Chair of Kerrville South Wastewater Task Force.

Anne Holt grew up in San Antonio and Corpus Christi and is a graduate of the University of Texas at Austin with a B.A. in English. She is a co-owner of two family ranches in Goliad and Blanco/Kendall Counties. She has lived in Blanco County since 1986 with her husband, Christian Schultz. She is a Director on the Pedernales Soil and Water Conservation District Board and a member of the Upland Game Bird Advisory Board for Texas Parks and Wildlife. Anne is an avid hunter and angler.

Grace Kunde received a B.A. in accounting from Texas Lutheran University and a law degree from St. Mary's University School of Law. She is a private practice attorney in Seguin and a member of the College of the State Bar of Texas, the San Antonio Bar Association, the Bexar County Women's Bar Association and the Guadalupe County Bar Association. Ms. Kunde volunteers her time to church, civic, and political activities. She is a member of Redeemer United Church of Christ, the Seguin Rotary Club, a member and former president of the Guadalupe County Republican Women and a former Guadalupe County Republican Party Precinct Chair. She previously served on the Board of Directors for the Comal County Children's Shelter as Treasurer and President and member of the Advisory Board. Ms. Kunde is also a member of the GBRA Board of Directors.

John Schneider received a BBA degree from Texas A&M University and is president of Schneider & Associates, Inc., specializing in commercial, farm and ranch real estate in Central and South Texas. He belongs to the Texas Society of Range Management, the Austin Real Estate Council, the Society of Texas A&M Real Estate Professionals, the Texas Southwestern Cattle Raisers Association, past chairman of the Texas Real Estate Center Advisory Committee and the Executive Committee of the Texas Agriculture Summit, the past chairman of the A&M College of Agriculture Development Council, the Association of Former Students and is a board member of the Twelfth Man Foundation. Was former member of the State Executive Committee and former Austin Chapter President of the Coastal Conservation Association. Schneider assists in managing the family cow-calf operation. Schneider was appointed to the Guadalupe-Blanco River Authority in 1999 by Governor George W. Bush. He was elected GBRA Board Chair in 2003. He is one of the original Trustees of the Guadalupe-Blanco River Trust.

Michael Schultz is currently the Director of Business Development for The Trust Company of San Antonio, Texas, a wealth management business with $1.6B worth of assets. He joined the company in 2007.
From 2003 to 2007, Mike was engaged in the real estate business in Colorado, working both in the Front Range and the rural mountain area on the eastern slope, where he became acutely aware of many water and developmental issues.
From 1988 to 2003, Mike was engaged in the financial services business ultimately creating the Business Financial Group. He served 5 years on the Boerne Independent School District Board and 2 years on The Texas Association of School Boards (TASB). He has served as the President of the San Antonio YMCA. Additionally, Mike has served on many church committees and boards leading to 3 different master planning and building projects accounting for millions of dollars of construction.
Mike is a co-founder of LeaderSteps, a program for seniors at Boerne ISD and is currently a member of the Boerne Chamber Leadership Program class of 2007-2008. He has been married to Carol for over 25 years and they have 2 sons and 1 daughter.
Todd Votteler, Ph.DExecutive Director
Todd Votteler was born in Dallas. He has a B.S. in Natural Resources from The University of the South, in Sewanee, TN; an M.S. in Natural Resources from The University of Michigan School of Natural Resources, in Ann Arbor, MI; and a Ph.D. in Environmental Geography from Texas State University (TSU). Votteler has worked as: a Research Scientist at the Battelle - Pacific Northwest National Laboratory, in Washington, D.C.; as the Assistant to the Federal Court Monitor during Sierra Club et al. v. Babbitt et al.; and as the Special Master for U.S. District Court Judge Lucius Bunton, during the Endangered Species Act litigation, Sierra Club v. San Antonio et al. He has published a number of articles about water resource issues in Texas, and is an Assistant Professor in the Department of Biology at TSU. Votteler joined the Guadalupe-Blanco River Authority in June 2000 where he is the Executive Manager of Intergovernmental Relations and Policy. In 2006 he was elected to the Texas Land Trust Council, which works to promote and sustain the conservation efforts of Texas land trusts. He spends his free time hunting and fishing.
Janet ThomeTrust Coordinator
Janet Thome was born in Lancaster, California. She has traveled extensively in the United States and settled with her husband and two children in Seguin, Texas. Thome's experience includes working with the U.S. Forest Service California Conservation Corps program. She went on to earn her Certification in Graphic Design from Southwest Texas State University. She has 22 years of design and printing experience in California and Texas, where she owned and operated her own graphic design and printing business. Thome joined the Guadalupe-Blanco River Authority in October of 2000 and has been with the Guadalupe-Blanco River Trust since its inception in 2001, where she serves as the Trust Coordinator. She is an accomplished equestrian who enjoys training quarter horses, barrel racing, and fishing and hunting with her husband and children. Her greatest accomplishments are her two boys.
Janaé ReneaudConservation Specialist
Janaé Reneaud was born in Lansing Michigan. She has a B.S. in Wildlife Biology from Michigan State University; and an M.S. in Public Administration with a Concentration in Land Conservation from Eastern Michigan University. Reneaud has worked as: Biological Science Aid at U.S. Fish & Wildlife Refuge, Detroit River International Wildlife Refuge; Development Director at the Washtenaw Land Trust, in Ann Arbor, Michigan; Grant Manager at the Michigan Department of Natural Resources; and Eco-Tourist Specialist/Environmental Advisor within Strandja National Park as a Peace Corps Volunteer. Reneaud joined the Guadalupe-Blanco River Trust in March of 2008 as Conservation Specialist. She spends her free time in her community and exploring new places.
